I don't believe PEI did, as it was part of Canada, and not the USA. PEI joined confederation as the 8th province. Previously the people had refused to join due to fears of unequal representation, as well as a clear lack of political and economic advantage, since most of their trade was with the USA. They finally agreed in order to abolish absentee landlordism, as well as the debt that the province had accumulated, which would be shouldered by the Canadian Government.

First, PEI is a harbour city, its location was essential. if PEI's economy increase, maybe the United Province of Canada's economy will increase. second, the landlord was British's. the resisdent in there didn't have their own land. therefore, it was important for PEI to join confederation.

They were holding out for a better deal and they got the best deal of any province in Canada, with much more voting power and financial support per captia than any Western province and most Eastern province's. Well done PEI!
