The beast was once a Prince, a spoiled boy who treated all his subjects unkindly. When an enchantress, disguised as an old beggar woman, came to the prince's castle in search for shelter, the Prince denied her request to enter, repulsed by her haggard appearance. Even when the "beggar woman" warned the Prince not to be deceived by appearances (for true beauty lies within our hearts), he refused to let her enter. So the enchantress revealed her true, powerful form, and cursed the Prince to become a beast for all time, until he learned how to love another (Beauty), who also must love him in return.
It is debatable WHY the enchantress turned the Prince into a beast. After all, the Prince was acting very much like a beast already. Perhaps she wanted to show what he really was like. So, in a way, the Prince wasn't cursed at all. He never changed - only his appearance did - until he and Beauty fell in love. Indeed, the enchantress was actually doing the prince a good turn by performing such a terrible spell in the first place.
After the Beast said that Beauty was free to leave if she wanted to, she heard that some men in the village were planning on killing Beast in order to win her heart. Beauty was disgusted and raced back to the Castle to save the Beast she'd come to know and love.
