What is necessary per Islam teachings is to wear hijab that covers head, hair, and neck but not covering face and hands. Also the woman should wear cloth that covers whole body (except face and hands) and the cloth should not be so tight to figure her sexy parts and should not be transparent to what behind.

Most Western people are not against Burqa worn by women because of their religion and culture. However, with security high in Western countries it has become a problem for passport photos or any other identity photos that are needed. There is nothing wrong for the mostpart with a woman wearing a Burqa, but once in a Western country (just like Westerns would have to follow certain laws in their country) they must abide by the rules and regulations of Western Countries when it comes to the law and what they choose to do in their own private lives is entirely up to them. If they disagree then they have the right to go back to their own country where they can hide behind the Burqa without ridicule.
