Then safe country. Many settlers were actually refugees. Canada has a very deep history of being a safe country, dating back hundreds of years. Part of this history is the chance to start over, leave the big smoke of Europe an immoral lifestyle.
Then free land! Canada bought a lot of land in the West but it came with people. Canada used Immigration to address the issues of purchasing people who wanted a say in the government under which they would be ruled. Worst yet many didn't want to be taken over by Canada.
Canada went on an advertising spree, inviting in the world, rebellions were crushed, huge tracts of land were freed up to be cleared and settled. Canada has never looked back, we now have settlers from all over the world settling in today's Canada.
