Why did shikamru become chunin even though he was defeated at the chunin exams?

Not really. Although he did beat Neji, the "judges" didn't think that he was good enough to be a Chunin and the Chunin exams got interrupted as well. Shikamaru did become a Chunin though, because the judges thought that he was good enough to be a Chunin.
thats a total lie because in the chunin exams, the judges dint picked, one of the judges was a traitor. and the hokage was bussy fighting orochimaro. so even if they did picked naruto, naruto would of become chunin because naruto was the strongest one from there. shikamaru wouldnt win because he lost to temari. they became chunin because they went to the chunin exams on the next year while naruto was training with jiraiya.so stop making up lies.

naruto is acutally still a genin because he went away for 2 in a half years he could not retake the exams i think he will eventually though In the first episodes of shippuden, the other characters actually "tease" Naruto about how he was still a genin and they were all chunin. He never got a chance to take the chunin exams because in the last regular episode he went to train for about 2 years with Jariaya.

The exam was cut short. And if not, there could be no real victory, since all that got to the third part had the possibility to become chunin, based on how they where acting. Shikamaru was the only one who became a chunin, even though he lost his first fight (vs Temari).

It's because the Daimyos did'nt like him.... they went for shikamaru because of his strategic skills...and could therefor become a team leader... And it's also because: It didn't matter who won the fight. You could've lost and still make it to chunin. Like the answer above, they pick whomever has a better understanding in strategical knowledge.
