Sorry, I'm not entirely sure about this but i think it is because they did NOT want to expand to the west. I'm pretty sure that since they became a part of Canada, meaning they had their own rights, and if they were going to expand to the west ( which is what William McDougall WANTED to do) they would lose everything.
