Sorry, I'm not entirely sure about this but i think it is because they did NOT want to expand to the west. I'm pretty sure that since they became a part of Canada, meaning they had their own rights, and if they were going to expand to the west ( which is what William McDougall WANTED to do) they would lose everything. Well your question is a little hard to answer, because western Canada is made up of Manitoba, Saskatchewan, Alberta, and British Columbia. They all joined confederation at different times and for different reasons, but I think the main reason was the promise of a railway to join Western Canada to Eastern Canada.
