Canada being a dominion or Colony ( Under the British commonwealth) it is possible they wanted something less independent or ( Gung Ho) than the more familiear Be Prepared or Always Prepared ( the latter Semper Paratus- also the motto of the US Coast Guard and a slightly different translation the trade mark of a popular but ill-named brand of batteries. ( Ever-ready). Law and Promise sounds more pedestrian or tied-down, my guess. Maybe there is an internal tradition each national group would have its own motto.
