Because designing and animating new clothes for every single episode would be time consuming and expensive - not counting episodes that include several days - The Simpsons began in 1987, when animation was a lot morec complex.

It would be too difficult to constantly draw, create & animate clothing & character models for every episode, so keeping characters in one outfit is easier especially if you have a long running show like The Simpsons or Family Guy.
