Why does prime minister of India hoist the flag on independence day while presidennt on republic day?

Since president is the constitutional head, his entity comes into being only after constitution becomes effective. The acceptance of constitution took place on 26th Jan 1950, which is the Republic day. Whereas Independence was declared on 15th August 1947. At that time there was no President. So the flag hoisting on Independence Day is not done by President.
