Matt Stone, the co-creator who does about half the voices on the show, puts his hand over his mouth to muffle it, and then on the computer they raise the pitch of his voice and slightly edit it to make sure the untrained ear can't pick up all the swears he says and since its muffled they dont beep out the swears!
