The definition of "desert" includes "low precipitation", so in some sense the question is a tautology.

There are a variety of reasons that a particular area might have low rainfall and thus be considered a desert.

Normally a desert is defined as an area that has a higher evaporation rate than it has precipitation. This applies to "hot" deserts only, and not "cold" deserts such as Antarctica.

Deserts occur in latitudes and in regions where the air flowing over them has very little moisture or where the air is being warmed so that the relative humidity is falling. In these circumstances precipitation seldom occurs.
