The Sony PlayStation Portable (PSP), first released in 2004, cannot play old games because it introduced a new storage medium, known as the Universal Media Disc (UMD). It was developed in-house by Sony from MiniDisc specifically for use in the PSP. As such, games released before the introduction of the PSP, such as those for the PlayStation and PlayStation 2, cannot be played on the PSP. However, the PlayStation 3 does offer a workaround to the problem through its Remote Play function. Using a Remote Play between a PlayStation 3 and PSP over Wi-Fi allows the user to play certain PlayStation format games on the PSP by inserting the disc into the PlayStation 3 system.

for psp go games you have to download them there is no UMD slot for the games so you cant play psp go games on a psp 3000 unless your psp 3000 is chipped.

If they are strictly PSP games,then no you cant. If they are the PS1 classics for the PSP/PS3, then yes.
