The reason why it was appropriately named is because it was set up to blockade the foreign trade routes of the South. The anaconda does the same kind of thing when they are hunting prey they corner and then they strike and wrap around their prey.

But in the end, this was very much the strategy adopted by the Government, based on long-term blockading of the ports and denying the enemy the use of the Mississippi. That is why the Confederates ended up barefoot and starving.
