The question is not really why the Terror was necessary, which is debatable; but why the clique in power thought it was necessary. Their main concern was summed up in the phrase; La Patrie en Danger. Normally, when the country is in danger, it's a simple matter of everyone pulling together. But in the early days of the Revolution, many people still sided with the Monarchy, which meant with a family closely allied to the very foreigners who were invading the country. The purpose and justification of the Reign of Terror was to eliminate the most prominent of the opposition, and to cow their followers into submission, or at least silence and inaction. This was felt necessary for the unity and the preservation of the country.
