Why would a 1990 Nissan 200SX parking lights and tail lights stay on when you turn off the ignition?

Probably the rubber bumper/stopper which depresses the brake switch is gone/disintegrated. Check beneath the brake pad for broken pieces. Without this piece in place, the switch is always closed and therefore powered to light up the lights.
