Winter because if you went to the south pole in the summer, it is going to be cold there and you might miss some of the hot/warm summer weather in the summer; so it would make more sense if someone went in the winter, depending on how hot/cold your country is to start with.

They are "opposite" of the northern hemisphere. When it is summer in the north, it is winter in the southern hemisphere. I would think air quality in general would be better in the winter due to a lower pollen and mold spore count.

Some parts of the Atlantic can be rough at many times in the year, summer and winter. An official cruise would be very careful as to when and where they travel. Weather is unpredictable.

Due to the tilt of the planet, when the northern hemisphere is experiencing one season (like winter) then the Southern Hemisphere is experiencing the opposite season. Winter in North America would mean that parts of South America, Africa and all of Australia would be in Summer, with the effects more pronounced the further you travel from the equator.
