I had this problem, you have to replace the indicator arm, switch. Look for one on e bay as they are expensive. Easy job to do, steering wheel off. unplug the wires and remove unit , two screws.

in the fuse box either in the engime compartment or on the driver side under the dash near the door there is a fuse box also.
Try the WD-40 fix. The problem is most likely in your hazard flasher switch. Spray WD-40 around the switch and pop it up and down a few time and wiggle it around a bit. This will fix this type of problem most of the time. There is no separate flasher unit as you may remember in older cars. The flasher is incorporated within this multifunction switch. Check the wires, they may not be making contact. You can also check the bulbs. Maybe you can also try changing the fuse just for the heck of it, sometimes that helps. I think there are two fuses that it runs off of, so check both the box ubnder the dash and the one under the hood. THE FLASHER RELAY IS USUALLY FAULTY

It sounds like it needs a new flasher for the turn signals.the hazards have a different flasher.

If both blinker and hazards dont work check your flasher switch.
Check the fuses and the flasher unit.
On my 2002 Passat the hazards and the turn signals all operate through the same flasher unit that operats the hazards. This is behind the hazard switch. See related questions for removal details.

This depends on your problem. A couple questions in this faq deal with this already. If your hazards come on but don't flash, just stay solidly lit, then most likely it's the flasher relay.
