Try the WD-40 fix. The problem is most likely in your hazard flasher switch. Spray WD-40 around the switch and pop it up and down a few time and wiggle it around a bit. This will fix this type of problem most of the time. There is no separate flasher unit as you may remember in older cars. The flasher is incorporated within this multifunction switch.
Check the wires, they may not be making contact. You can also check the bulbs. Maybe you can also try changing the fuse just for the heck of it, sometimes that helps. I think there are two fuses that it runs off of, so check both the box ubnder the dash and the one under the hood. THE FLASHER RELAY IS USUALLY FAULTY

Check the brake light switch first. It is usually near the brake pedal under the dash. A bad turn signal switch can also cause this if the brake lights are also turn signal lights. If the brake lights are independent of the turn signals then disregard the switch problem. A good wiring diagram will help to diagnose the problem also. Check with dealership mechanics as they have access to diagrams.
replace burn out dash lights bulbs.make sure to put them in the same hole they came from.I did not and my turn signals did not work till i got the bulbs in the right place.dont know if this will help but you said dash board lights and this is my story.

It contains two relays, one for hazard lights and the other for turn signals. The one for the turn signals is defective and must be replaced.
The only thing common to all those lights (but not to the center brake light) is the hazard switch. I'd check that next. On my 96 Century the hazards override the signals and brake lights meaning that the signals and brake lights must be wired into the hazard switch somehow.
If your 1999 Ford Expedition has turn signals that do not work but hazard lights that do work, it is likely that you have a fuse that is blown. You might also have a wiring issue including exposed wiring.

Two separate circuits in most vehicles. You have a fuse and a flasher for the hazards and you have a separate fuse and flasher for the signals.
Bad wiring i am guessing that something is wrong with your turn signal switch. Actually, The turn signals and hazard lights are controlled by 2 different relays. Try changing the Turn-signal relay.
