Dead battery or a loose connection at battery. Battery is hidden behind the drivers front wheel. Try a jump start first..unless you already have. You can jump start off the positive post under the hood. Eccessive water or snow can cause the battery connections to corrode due to the splashing around the fender guard. This wasn't the best place to locate the battery. Good luck!
The car battery. Same as the lights, cigarette lighter, windshield wipers, power windows, power seats, and the heater (for a little while), when the engine is off.
The intermitten wiper relay is bad just found this on my daughters 1994 Jeep GC. If you remove the cover under your hood release cable to the left of the brake petal you will find the relay. You can pull it out and hook the wiring harresses together and wipers will work, but the intermitten will not.
Ok so im answering my own question. I found that the wires attached to the stering colum had 1 wire not making good connection.Put a new end on it and it was just fine everything started working again.Thanks for reading the post . Weak battery or alternator output.
Having the same problems except my wipers won't park. My Jeep mechanic told me I needed to replace my wiper motor - he pulled the wiper delay module and bypassed it to prove it wasn't anything to do with the module. Have you solved your problem yet? I'll let you know if I'm successful after replacing the motor. On my '90 Cherokee, the wipers only had one speed, would not park. I had the motor and delay module replaced - still did not work. I then had the linkage replaced with a rebuild - works perfect now! I'd check the linkage.
You might have electrical problems with your 1998 Sebring because there is a problem with the main computer or "brain" of the vehicle. This could cause the wipers, gear shifter, and air bag to malfunction.

Not more than a couple of miles. This will vary by the number of draws that are turned on electrically....lights, wipers, heater fans etc. The battery condition also matters in this scenario.

Many vehicles have a "mist" feature that makes the wipers swipe one time upon startup to remove mist or fog. This normally can be turned off...check manual.
