This sounds like an issue that VW has recognized and is fixing for free. I would recommend calling your local dealer and consulting them on whether this is a problem that they have sent out a recall about.
Check the bulbs they are double filamented with the larger filament used for the tailights
Check the fuse for tailights/parking lights/dash lights
Hi there,

pull out on the end of the stalk that has your headlights on it
If you turn up your interior dashboard light settings, then the radio display will be brighter too. The radio dims to the setting for the dashboard when the lights are turned on.
At night with your headlights on you can only see just so far down the road. Overdriving your lights is driving so fast as to not be able to react to something that is beyond the beam of your lights.
Not usually, but you can tint your headlights red (NOTE: This is against the law)
I would replace the headlight switch as Ford has had their share of these problems.
The parking lights are turned on when the headlights are on and you pull out on the light switch. The parking lights cannot be turned on by themselves.
Well they are interior lights. Usually lights light up (assuming there is power to them and they aren't burnt out.
Pull the headlight switch out toward you. Fog lights will only engage when headlights (not just daytime running lights) are engaged.
it is part of the hazzard light switch on the dash under the raido
Most likely burnt out bulb.
Parking and dash lights also on this circuit - do they work? Check fuses Could also be a bad headlight switch
Headlights, interior lights, parking lights,Headlights, interior lights, parking lights,
Some of the warning lights available on the VW Beetle 2001 include a low fuel warning and a seat belt warning. Some other common ones include over-heating engines and the need for an oil top-up.
inside your trunk behind the rear lights there are two plastic circles that pop out to access the tail lights, once these are out you should be able the push the light out .
Check the fuse for the headlights. It is probably open.
disconnect the positive battery cable and leave it off for about 10 mins before reconnecting it, and that should clear things like engine lights
Not if headlights are reqired by law.
