The word Mexican refereed to citizens of the Mesoamerican Mexica Empire. As Mexico is now a country, anybody can become Mexican by having citizenship with Mexico. (Chinese, Arab, french, spanish, ethiopian, etc) Many stupid Americans get confused though and call their foods Hispanic (of Spain), or Latino (of latin based language).

This is no more accurate then calling an African American an Englishman, or a Filipino a Spaniard.

Also, humans do not have races. As a scientist, human beings only have separate breeds, with less diversity then even our pets. The only ones who use the term are racists (people who believe in the social construct of race), those ignorant to the meaning, or those intentionally bent on spreading misinformation.
