It's not so much the age that depends on the size of a girls boobs or her bra but instead her weight and chest. *Everything below is for "A" sizes only.*
I got this from a bra I bought just recently:
Wrap a tape measure around your rib cage under the bust; it should feel snug. Add 5 inches. This is your band size.
Band/cup: 30A size: S [small] chest: 27" weight: 50-67
Band/cup: 32A size: M [medium] chest: 28.5" weight: 68-83
Band/cup: 34A size: L [large] chest: 30" weight: 84-95
Band/cup: 36A size: XL [extra large] chest: 31.5" weight: 96-107

Now personally I would think that the age of a girl with breasts for the size 32A
is around *12-13* or possibly 10-11/ 14+.
As I said before there are alot of different things that could shape a young female, the size of her family's breasts [a girl who has a mom or aunt who has larger breasts will most likely blossom sooner].
Or it could just be her weight that's taking effect [girls with a higher weight will probably have larger breasts than a girl who is underweight].

Just a little bit. Many girls wear this because their moms won't let them wear cup bras yet. Soft cup bras are similar to training bras but they do give support. They are just fabric. They are good for girls who aren't quite at the rate of wearing real cup bras and don't like sports bras.
