No. A person who doesn't own a car cannot sell it. In order to purchase a car and then register it in your name as owner you need a Certificate of Title signed by the present owner of the car. That certificate is the document that transfers ownership to you. You must then turn it in to the state department of motor vehicles to register the car in your name. The DMV will then issue a new Certificate of Title in your name. Without a Certificate of Title you are not the legal owner.
