Absolutely not ! No matter which country you're in - if the officer is off-duty - they're just another civilian, with no more jurisdiction to issue parking tickets than you or I.
However they can make a note of your violation and either pass your details on or process your violation citation/ticket when they are back on duty.
If you are violating a parking law, absolutely. The officer may just ask you to move the vehicle but that is only at his discretion. If he chooses to, he may write you up for any violation you are making.
