Yes! If the cop positively identifies you and catches up to you a few days after they can cite you. A traffic infraction is considered a misdemeanor crime and just because it happened a week ago doesn't mean it didn't happen.

Added: Just as long as your infraction was personally witnessed by the officer, that is enough to satisfy the law.

Yes and in fact for up to two years after the offense. Though after the initial contact the officer would be better advised to fill out an information with the da's office and get a warrant
