Yes they can. Solder is always a lower karat gold than the object being soldered. This ensures that the solder will always melt at a lower temperature than the gold itself. If the rings are carefully heated until the melting point of the solder has been reached, the rings should be able to separate. WARNING...whoever is separating the rings must be very aware of what they are doing because the application of too much heat can cause the gold itself to warp or completely melt, thus permanently damaging or destroying the rings themselves. A reputable jeweler should have no problem separating the rings for you. take care.
