No, you cannot, under Article IV Section I of the US Constitution is the Full Faith and Credit clause. Each state must respect the judicial precedings of each other state. If you're suspended in one state, you're suspended in all.

if your license has been suspended in a state for speeding tickets unpaid, then yes you can get another license as long as you have a permanent address of residency in the state you are trying to acquire the license.. if you have had it suspended because of drug, alcohol or other reasons then no.. some states won't do it either way.. you just have to be smart..

I believe you have to pay the Florida fines before you can get a license in another state.

This is what I know. I have an unpaid ticket in Florida from 10 years ago. Not once, has it ever came up or stopped me from getting my Driver's License renewed in Louisiana.

Florida has suspended your license and you can only have one at a time. You cannot legally get a license in another state, as you already have one.
