It just means that the ball is hit higher than what is normal, which could mean at head-level or higher.
when your going fast you hit harder which causes more damage, but when your going slow you hit slower than you hit fast which cause less damage.

Aipom evolves in a very strange way in my opinion. You have to raise it to level 32 and teach it Double Hit. Then it will attempt to evolve after every level gained while it knows Double Hit.
aipom learns double hit at level 32. If you want it to evolve make sure you let it learn double hit when it says aipom is trying to learn double hit. then level it up one more time for it to evolve into ambipom. aipom basiclly evolves at level 33 just make sure it knows double hit
