This is a very contentious issue and depends on the country the music is stored in, the country it is being downloaded in, the relationship the site has with the copyright owners and whether or not a copyright even exists on the music.

In many countries it is illegal to host and download copyrighted music to/from the internet without permission from the copyright owner. With permission, a site may be allowed to do so. Napster's original incarnation was shut down for making music downloadable for free without permission from the copyright owners.

One way around copyright laws is by downloading music that has been released into the public domain under licenses such as the Creative Commons attribution-non commercial share-alike license which allows the music to be freely copied and manipulated so long as the original author is credited and that it is distributed under the same license.

How do you download music to put on YouTube?

You can usually find music on Peer-to-Peer networks such as BitTorrent (such as the pirate bay, isohunt, mininova, etc.) or Gnutella (such as FrostWire), although depending on copyrights and where you live, the legality of this is questionable. You can also download music from mp3 or other audio format downloading sites (such as Ogg/FLAC/Wav), but most of these sites require you to pay for the music. However, putting music into a YouTube video may violate international copyright law, and most likely will be removed by the owners of the copyright owners. Another legal option is, once the video is uploaded already, YouTube allows you to add music from a list of legal songs, although this will force advertisements to be displayed next to your video, which many YouTube users do not like. Also, doing this will make it impossible to restore the original audio track on the YouTube video.

What should you know before dowloading music files?

Whether the music has a copyright. Non-copyrighted music can generally be downloaded and shared freely. If it has a copyright, the owner of the copyright must give permission for the website to offer the music for download. If they do not, then both the site providing the music for download and the person downloading it are violating the law. Note that snippets of music may be downloaded if they fall under the "fair use" doctrine - but you'd better be sure you understand what does and does not fall under that definition if you want to be honest. Many download sites are also vectors for malware. Since a large fraction - if not the majority - of those sites are engaging in something illegal by offering to supply a copyrighted product without reimbursing the copyright holder, it should come as no surprise that they might be doing other nefarious things like trying to infect your computer with malware. You should know whether the download site is one of those risky sites before you download from it.
