If by one effect pedal, you're actually asking if one effect pedal will work for both regular and bass Guitars, the answer is yes, but.... there are effects that are made to work specifically with the lower bass range for a Bass Guitar- which wont be as effective when using with a regular guitar- and vice-versa.
