Tom and Bill Kaulitz (they're twins) will be 19 on September 1st of 2008. The pair are the core of Tokio Hotel, and it is doubtful if they would consider a 13-year old for romantic companionship. They probably understand that they would be "dating a minor" and would wish to avoid that because there are laws that could trip them up if they elect to pursue someone so young. Also, there are probably a lot of 17- and 18-year old girls trying to get with them.
A 13-year old could be the cutest, smatest, and greatest girl on the planet and, though they would appreciate her as a fan, they would be "tuned out" to the possibility of personally meeting this girl because they'd get into trouble dating someone so young. It's no one's fault, and the "dynamics" can't be changed. It may sting a 13-year old a bit to realize this, but it would be wise to work on accepting it so it could be let go of in the not-too-distant future.
