Try mouse pads. Not the kind that has the thick plastic on one side but the ones that are foamy on both sides. I had a bunch of those laying around and I put those right on the drum heads. To silence them further, remove the bottom head. It'll still make some noise but it'll be much quieter than before. Carpet and door mats will work but you won't get a realistic bounce off of them. For your hi-hats and cymbals you might want to try thin foam. I'm not sure exactly what these things are called but you can pick them up at wal-mart or any craft store for about 50 cents each. They are thin sheets about the size of a piece of notebook paper and you can cut them fairly easily. Measure the distance from the center of your cymbal to the edge. cut a circle where the center would be. (make sure it's about the size of the hole in the center of the cymbal) Round out the other end so that it contours the cymbal edge. Cut it out in a bell shape with the widest part being at the edge of the cymbal and the part with the hole being at the center. Remove the wing nut and felt and put the foam on. If you find you get a clicking noise when you hit the foam, try using painter's tape. It'll hold and it won't leave any stickiness on your cymbal.

It would be better than using nothing, but there are probably a lot of other things that will work better. I'm sure it works decent, and probably fairly cost effective. The type of carpet will probably make a difference as well. A really thin type of carpet will sound different than shag carpet. If you have a lot of extra carpet, I would say it's definitely worth a try.
