Not all white people are racist, but for the ones who are, they haven't always been racist but learned the behavior.
As for white people throughout history, racism has always existed and will always exist as long as people allow fear and ignorance to become of them.
Keep in mind, all of that can be said for any one of any color or heritage and isn't exclusive to white people.
