This won't be easy, but.. ok start off by getting a base skill up for cash..eg fishing or woodcutting. then once you have about 500k-1m start ranging, if you are free to play i would start on monks until 30-40 ranged then kill minotuars until your around 60..then lessers are the best, if you are a member rock crabs all the way to 70 ranged. easy huh? not quite. once you are 70 ranged get 44 prayer. and then go and kill aviansies until your desired level. they are good range exp and also bring in 400-600k an HOUR :)

*My ranging level is not 99.. it is 80, but that is what i did and it is quite easy.
*always leave ur defence at 1.
*get 45 prayer for an extra prayer lvl (it wont get your cb up)
*you need atleast 200k to start killing aviansies and 60 str
NOTE: The sentace "*get 45 prayer for an extra prayer lvl (it wont get your cb up)" Is completely untrue, Prayer does level your combat up. Say you got 40 something prayer for Super str to put up +15% str, that 15% would put up just as much str as you could have got by just leveling the str stat itself, But prayer is only temporary. If you are lazy get prayer, If you want your pure to be the best of the best ingore the prayer skill.
MAIZZAALLLAAA:
Cannoning green dragons is epic for range pures, you make about 800k an hour doing it, and you get range exp... it takes a long time I'll admit, like 3-4 months if you do 3 hours or so a day of green dragons
BUT!! by the end of that time you'll have around 400m and 99 range, so you may aswell get 95 pray or 92 pray and be a turmoil/ss pure >:) (only type of pure that's ever killed me lol)
Killing cows in lumbridge is a good way of getting range exp and making some cash while your at it for very low level f2p pures
