The motor is usually dried up, and needs lubrication. Some WD-40 will do the trick. This guy shows you what the motor looks like and how to get the clock moving again.

Fixing the clock is really easy. Just ask Mayor Hamilton if you can fix it and he will give you the key to the clock tower. Then you just have to go to the clock tower, equip the key and select use. That will fix the clock tower and find you the right half of the Harvest Sprite Quilt. Hope this helped
