When you turn around and look in their direction you will see them watching you - or at the very least, you will see them look away quickly.

Those who believe that "they" are watching - whoever "they" might be - are almost without exception suffering from a mental delusion. Security services these days have achieved high levels of proficiency and what with hidden cameras, highly trained agents, satellites in the sky and goodness knows what else, if they are watching you, you will not realise it and will be unable to detect it even if you suspect surveillance.

If you feel that some unknown person is watching you for unknown purposes, you should talk the situation over with someone you trust (particularly if you are a female and live alone). There have been a few, very rare, cases where people have been stalked by mentally derranged individuals, but as these people are not professional "watchers" they are invariably easily caught, in which case the police should be informed.

If, however, there is no evidence of being watched and no reason (like being a famous film star or a girl who has recently dumped a controlling boyfriend) to suspect that you might be watched, just ignore the feeling and get on with life. If the feeling of being watched becomes persistent and starts to control your life, seek medical help.
