Well its easy really.
To make one you need:
A round container
One small and strong bag
Elastic band
Rice
Pencil (with rubber at other end)
What to do:
1.Put the rice in the container.
2.Pull the bag over the container.
3.Hold it in place with a elastic band.
4.Tap with pencil (rubber side).
5.Enjoy your drum.
TIP:To change the pitch move the elastic band up or down.

Well if i can make a pvc pipe drum shell and use (i dont know what to use yet) for a drum head, you should totally be able to make a drum out of wood and plastic, you might need a few metal parts from a drum though.
