Knives made of 420 stainless are not sharp enough to cut into skin. The stainless material does not intensify the sharpness of the blade. It only prevents rust and corrosion of the knife blade.

Any fixed blade knife is legal. The law for a folding "pocket knife" no blade longer than 3" can be concealed. Therefore it is legal to own any knife although you can not conceal (hide on your person) any non-fixed blade over 3".

No Stainless steel is extremely hard, difficult to put a good edge on but once sharp it will keep its sharpness - tinfoil is soft and will not dull the sharpened blade -you could cut it all day with no effect on your knife.

It is important to remember that what makes a tactical knife LOOK dangerous is not the same as what makes it dangerous. What is the purpose for your knife? For example, if you are a pilot and may need your knife to escape from an aircraft you actually want very fine "saw" type blades at the top to cut through aluminum. Generally "saw" edges along the top of your blade weaken it. For more general purposes, the focus should be how easy it is to carry, blade length and weight. Most folding knives should have a blade between three and six inches and not be more than nine inches long overall. Blades should normally be stainless steel and the handle should NOT absorb moisture. A fixed blade is obviously stronger than a folding one.
