Make sure there is a good, soaked reed put on the mouthpiece and secured tightly by the ligature. Place the mouthpiece about 3/4 of an inch inside your mouth with the reed on your bottom lip. Place your bottom lip over your teeth as if you were putting on chapstick. Close your mouth and pull the corners of your mouth in like a drawstring bag (or as if you were sucking a thick smoothie through a straw). Angle the Clarinet so the bell is in between your knees. Inhale and release your air in a steady stream.
