there is a cable inside the housing. that cable must have snapped (common) i would replace entire antenna, with either new power or save about $80 and put a mast style in
95 % of the time the nylon cord that moves the antenna up and down gets stripped. The power antenna motor is going to cost about $200.00. The antenna mast is about $40.00 which comes as part of the nylon cord. The motor that drives the antenna must bestill working. The procedure to fix takes about 15 minutes. Remove the nut that secures the antenna and slowly pull the antenna out od the socket. Take the new antenna with the nylon leadand feed it into the socket hole. You can then secure the antenna in place with the holding nut.
-- Can you access the two power connections on the motor ? If so, touch a voltmeter to the power terminals and verify the appearance of 12 volts DC there when the radio is turned on. -- If no volts there, then the problem is wiring, or a fuse, or the motor-output-voltage from the radio. -- If volts are there but the antenna doesn't raise, then the motor is shot. Replace it, or pull the antenna up and leave it up, like the commoners do. -- If you can't access the motor connections, or you don't have a voltmeter available, then you'll have to send the whole thing back to Sweden for service.
I don't believe there is a relay. When you turn on the power to your radio the antenna should go up and down when you turn off the power. If the antenna is not doing just that, then the antenna motor is bad.
There are a lot of aftermarket antenna masts that you can get to fit your 4 runner and if you do decide to go with a fixed mast just make sure that you make sure that the wiring harness at the mast doesn't ground out on any metal. Other than that there is no problem with replacing it with a fixed mast antenna.

you don't.. can't replace mast.. the best thing to do is buy an aftermarket/universal power antenna or go hunt for a working one at your local junkyards.
I have a 98 4runner limited and It has a power antenna, I recently replaced the mast for it and it's pretty easy to replace the antenna it self. not sure about the euro ,but I know that it's pretty easy to take off the motor (if you can get under the panel) and just replace it with a normal antenna
