I just got a Line 6 Spider IV. Ive been playing for about 7 years and I love it. It is a 150 watt amp with two 12" speakers. For a beginner I would get a Line 6 that is a little less intimidating. Line 6 amps are very highly recommended by me though. Especially the Spider IV.

Yes you can but connect it like this Guitar>amp, amp > 6.35mm , 3.5mm > Computer, Computer > an audio recording program like Audacity , for the amp i would preferably use a line 6 spider 4

yes, you can attach. but if the current through the line i.e. through the breaker exceeds 20 amp the breaker will trip. As long as the line carries 20 amp or less there is no problem.
