The sensor is located on top of the dash. You have the red LED that flashes when the alarm is set and the photo-sensor is just in front of this. It may or may not be the actual sensor though because it could be the circuit that processes the signal sent from the sensor. The sensor just changes resistance based on the amount of light that it reaching it and there is a circuit that uses that to decide whether to turn the lights on or not. My understanding is that this circuit is part of the headlight switch.
If you're like me you are experiencing this problem around dawn/dusk and in well lit parking lots at night. I'm still looking for the solution.

If the jeep takes a while of turning over to start or if it just won't start at all check to see if it is pumping fuel out. Also turn the key to the on position and see if you can hear the pump kick in.
