could be the crank shaft positioning sensor 80 bucksits located on the upper part of the bell of the transmission, drivers side, two screws. been there, done that, good luck, not easy to get to.
If the fuses are good on a 1996 Jeep Cherokee and the horn still will not work, check the horn relay switch on the passenger side fender wall inside the engine compartment. Also check to make sure that the horn is hooked up properly.
I do not beleive your jeep uses bulbs in the console. I have a 2000 grand cherokee and it uses a light strip that is part of the console and can only be replaced with the shifter assembly....... I plan to cut the wires from the light strip and install a pep boys console light that uses replacable bulbs....probably will just lay it in there as long as it is protected and safe... Good luck
