Most lever and pedal harps are tuned by each string being wrapped around a metal peg, which goes through the top of the harp, and has a square on the other side. A special tuning key fits all the square ends of the metal pegs, allowing the harpist to tighten or loosen the string by twisting the peg in a circular motion.
Paraguayan harps, on the other hand, have something that can be twisted attached directly to each string. This works in a manner similar to that of the lever and pedal harps, except there is no need for a tuning key.
Harps need to be tuned regularly. If the weather is humid, stormy, or constantly varying between warm and cold, then the harp will go out of tune very quickly, sometimes even within a few minutes of tuning. If the weather is consistently cool, and the air is dry, then the harp can stay in tune for over a week. As a general rule though, it is often recommended that a harp is tuned at least once a day.

If you practice every day to learn a good amount of songs, and have a good teacher, or good reference, then you can learn it in about 1year and not sound horrible.
One could advance from beginner to intermediate in 9 months. Depends upon the desire, practice, study and and advanced help one receives. Some people take longer. Learn to listen to yourself and others around you when you play. Learn to play in tune and with musical rhythm. That is how you grow and become a better player.
i am 12 years old and level four at piano, it took me a week to learn it off by heart.
this can vary based on a wide variety of events, if you are in a school band, or have a private teacher, were playing is instructed and professional, you will learn faster... there is no set level of experience required to officially be considered, as having learned to play, my philosophy is, the second you play your first song you play saxophone, don't let this go to your head though, just because you "play" doesn't mean your any good... I've been playing for 5 years.. and as far as i have gone, (believe me, you have no idea) theres always that window in front of you that you can get better to pass through even the best players of all time could be infinitely better... there is no limit, and so there is no set time
It depends how long you practice every day

The harp will be automatically equipped to D-pad Up so press Up on the D-pad to take out the harp. Once the harp is out hold down A and move the Wii Remote to strum the harp.
