Ive been playing for 15 years... you never stop learning.
Honestly though, after a couple years of mostly teaching myself interspersed with an occasional lesson, it was decided (not by me) that i was good enough to enter a working band.
If you are motivated & maybe even took real lessons i don't see why you couldn't turn yourself into a respectable bass player even quicker than that.

If you want to play like around a campfire or around home or whatever, take up acoustic. If you want to play in a band or something, learn bass. So many people play electric or acoustic now that bass players are somewhat hard to find.
