That can be pretty difficult. Unfortunately Law Enforcement is taxed with a huge responsibility and is usually underpaid and understaffed. I live in Texas and the most effective way is to contact your local Texas Highway Patrol office and speak to the supervisor there (usually a sergeant). Explain what is taking place and ask if they have people to spare to patrol there on occasion. I have found in the past that if there are enough traffic violations taking place in your area that they will camp out there until the problem is solved. As long as they people to stop, they will stick around.
