Yes. It will change the tone of the guitar. Heavier strings tend to give you more of a rounded, bubbly sound whereas lighter gauge strings will give you a sharper, crisper sound. Jazz guitarists tend to use larger gauge strings whereas shred guitarists generally use lighter gauge strings. That is just one example.
It would cost about £2 ($3). However, if you buy the string and string it yourself, you will never need to worry about breaking a string again. As a standard, you should change the strings on your guitar every two months or so, as the natural oils in your hands and fingers will decay the strings and deaden the sound.
Depends what quality of guitar you want. You can get an electric guitar and amplifier for about 150 pounds (230 dollars)
I assume you mean tension. tension is a stretching force in am object (e.g. string). If you dangle a yoyo from your hand the string is being stretched by the weight of the yoyo. If the weight of the yoyo = 1N then the tension = 1N.
It can vary based on the materials, types of tuners, strings, pickups and the size of the instrument. Some are really just a few ounces to many pounds.

an average guitar has 120 pounds of pressure in it so as long as its tuned properly and sitting correctly on the bridge and neck it should be fine. to tune by an electronic tuner and its (thickest to thinnest) EADGBE twist the tuners until they get to an E that isn't flappy (usually the second time around) its ok to see different letters it means the tuners working but if the strings get too tight they will snap, but no need to worry start at the thickest and work your way down.

Pressure is typically measured in units such as pounds per square inch (psi). Therefore, 3 pounds of pressure alone without a specified area to apply that pressure cannot be quantified accurately.
It would only take about 30 pounds of pressure per square inch to break a human neck. At 25 pounds of pressure, it causes instant unconsciousness.
