Warped brake rotors. This is a very common problem for the 1999-2004 Grand Cherokees. You will need to have your rotors replaced, or resurfaced. The best resurface method is with an on car brake lathe.
The regulator is in the engine computer not the alternator.
Yes, replace it.
The cable must be replaced if damaged.
Having the same problems except my wipers won't park. My Jeep mechanic told me I needed to replace my wiper motor - he pulled the wiper delay module and bypassed it to prove it wasn't anything to do with the module. Have you solved your problem yet? I'll let you know if I'm successful after replacing the motor. On my '90 Cherokee, the wipers only had one speed, would not park. I had the motor and delay module replaced - still did not work. I then had the linkage replaced with a rebuild - works perfect now! I'd check the linkage.
that happened to me and it was the distributor..replaced and hasn't done it since
I'm not a mechanic but I had a problem with my 1999 Jeep Grand Cherokee lift gate not closing properly, seemed to move to the sound causing a noise. I replaced the lift shocks and the problem disapeared
Yes, as a mechanic at a Dodge dealer I have replaced a few of them.Yes, as a mechanic at a Dodge dealer I have replaced a few of them.

Older Cherokees have a pressurized overflow tank on the left side of the engine (facing the engine) near the firewall. There was a retrofit of a lower pressure relief cap for the overflow tank BUT the thermostat must also be replaced with a lower temperature setting.
Usually when you buy a used car it is "as is" unless you get a warranty from the owner. You need to take it to a mechanic.
Try a new gas cap. Have replaced the gas cap on five Cherokees I've owned.
You might need to get your clutch replaced. Or your transmission is about to fail. Go to an auto mechanic for diagnosis and repairs.

It is old and needs flushed and replaced.
Target appears to have replaced the Cherokee brand with Merona. Shop carefully, though, the Merona t-shirts are *not* the same as the Cherokees. (This is a total guess, but I bet Target is jettisoning a brand name that is offensive to some Native Americans.) The Merona brand is inferior to the Cherokee Ultimate T-shirt. The Cherokee Ultimate T was a excellent made item. I did purchase the Merona brand and find it thin (see through) and it shrunk after washing in cold water. I will not purchase a Merona brand item from Target again.
Stupidity hurts. Learn to do some diagnosis or take it to a mechanic.
