2pac in his last days rapped a lot about death and such. As evident in No More Pain's verses, "When I die, I wanna be a living legend... ...my only fear in death is reincarnation".
Also, he predicted in God Bless the Dead that Biggie will die with the opening lines of "Rest In Peace to my Mother****er Biggie Smalls".
However, the main reasons are that people believe that 7 is his number. His age 25, 2+5 = 7. The Killuminati 7 Day Theory. He died nearly 7 days after his death. His body was never seen, no reporters can honestly claim that they saw the body be cremated and such.
Another reason is that in prison, he read Niccolo Machiavelli. This Italian philosopher stressed the importance of being deceptive, saying that a true prince can fake his death. And something about dying at 25 and coming back at 43 or something, so some people think that he will come back on 2014.
Personally, I believe that he is dead, because the evidence is just making something out of nothing, and proof of all his lyrical things about death is in Tupac Ressurection, how he talks about how he's rapping about death and making songs like mad because he's paranoid.
