I don't think many people would make that claim. Hendrix himself certainly would not have. He has been called the greatest electric guitarist of all time by many of his peers. However, his reputation rests entirely upon his spectacular ability as a performer and improviser, not as a well-rounded musician.

Hendrix had no formal music education and had an incomplete grasp of Music Theory. Stylistically, his work is limited to the jazz-influenced blues idiom and he never branched out into other musical forms. He could neither read nor write conventional music notation. His short career meant that the body of his work is quite small compared to many other great musicians in history.
